UCCS accepts online nursing students from a fixed set of states, and Vermont is in neither set, so residents cannot start the NP programs or the RN to BSN from home. Vermont is marked as meeting requirements on UCCS's APRN licensure disclosure, a statement about curriculum rather than a door into the program; the licensure disclosure page separates the two.
How Vermont licenses nurses and oversees programs
Nursing licenses in Vermont come from the Board of Nursing, part of the Secretary of State's professional regulation office. Vermont has taken part in the compact since early 2022, and under its Rule 4.1 an RN licensed multistate elsewhere can work there until making Vermont home.
On AANP's map Vermont is full practice, though new NPs first spend two years and 2,400 practice hours under a collaborating agreement with a physician or APRN who holds a license in the state.
Programs taught in Vermont need Board approval under rules dating from May 2023, while purely online programs that the state's Agency of Education approves are exempt. Nothing located in the rules, statutes or FAQs addresses an outside school sending students to Vermont clinical sites, so UCCS has no Vermont list to be on.
Who can precept an APRN student in Vermont
Vermont draws the preceptor circle tightly. Its Board FAQ limits APRN students' preceptors to APRNs and physicians holding a clear, current Vermont license and a background in the same role and patient population, working alongside the school's faculty; PAs are excluded. UCCS's FNP and AGNP handbooks include PAs licensed where the hours take place, one reason state and school rules both count (UCCS preceptor rules).
The state's only preceptor incentive on record, a one-year grant in fiscal 2023, went to critical access hospital nurses teaching students from Vermont schools, and nothing shows it renewed.
Greater Burlington, roughly 228,000 residents, is the largest population center; Rutland and the Vermont portion of the Lebanon-Claremont region, which crosses into New Hampshire, are smaller hubs. Care runs through University of Vermont Health, which includes Porter Medical Center, plus Rutland Regional Medical Center and Southwestern Vermont Medical Center, now part of Dartmouth Health.
Making the move: what UCCS asks once you live in a listed state
UCCS ties enrollment to the state you lived in at application, so relocation comes first, and a later move needs careful planning (moving during the program). Every NP-eligible state lies well to the south or west of Vermont.
Once settled, the model is the same in each listed state: you secure a preceptor where you live, UCCS receives your Clinical Site Sheet, and hours start only after the agreement is signed and the college clears you.

Questions UCCS students ask
Can I enroll in UCCS's online PMHNP program from Vermont?
No. Every UCCS NP program, PMHNP among them, takes applicants solely from its fourteen listed states, and Vermont is not one. Residence means where you physically live, so an application would have to come from a listed state after a move. UCCS makes every admission decision.
Does Vermont's ban on PA preceptors affect UCCS students?
Only if hours happened in Vermont, and UCCS students log hours in listed states. There, UCCS's FNP and AGNP rules allow NPs, MDs, DOs and PAs, provided the preceptor is licensed in that state and meets UCCS's other preceptor standards.
Is the UCCS RN to BSN available to Vermont nurses?
Not from a Vermont address. The RN to BSN lists 21 states, and neighboring New York is the closest of them. A nurse living in New York or another listed state completes NURS 4450 at a community site near home; the RN to BSN page explains the course.
Is UCCS on a Vermont list of approved nursing programs?
No Vermont list fits the case. The Board's rules cover programs conducted in the state and set aside online-only programs that the Agency of Education approves, and none found addresses outside schools using Vermont clinical sites. With Vermont off UCCS's lists, the question stays theoretical for UCCS students.
