UCCS lists New York among the 21 states for its online RN to BSN. A nurse living here may apply, and the degree's clinical course, NURS 4450 Public Health Nursing, would take place at a New York community site. New York then adds a step many states skip: before an online program from another state can place students in clinical rotations here, the State Education Department has to have registered or approved it. UCCS's NP programs leave New York out.

The RN to BSN from New York, in brief

UCCS teaches the RN to BSN online in 8-week courses, and NURS 4450 is the only one with clinical contact hours. You secure the community site, UCCS faculty confirm it fits public health nursing, and neither your own unit nor an inpatient acute unit qualifies. The enrollment checklist, which includes the site sheet, is due by October 1 for a spring start, by March 1 for summer and by May 1 for fall; the NURS 4450 guide lists every item.

NYSED's placement rule comes first

Licensing sits with NYSED, whose Office of the Professions works alongside the State Board for Nursing. Its rule: any nursing program from outside New York, or taught online, needs NYSED registration or approval before sending students to clinical rotations in the state, with federal Armed Forces and Veterans Affairs facilities excepted. The department's college-evaluation office goes further: placing students in a licensed profession creates a physical presence in New York, SARA membership notwithstanding, so prior approval or an exemption is required.

The obligation belongs to the program, so the answer rests with UCCS and NYSED rather than with you or the site. Ask UCCS's RN to BSN staff to confirm the college's NYSED status for NURS 4450 before any New York site signs an agreement.

Settle UCCS's NYSED status first; a New York site should sign nothing until it is confirmed.

A New York license, not a compact one

There is no compact option in New York: the state has not joined, and NCSBN's map lists no legislation in the works. NYSED points nurses licensed elsewhere to its own licensing checklist, so a license issued under the compact in another state does not authorize nursing in New York. New York's systems and regions

The New York City metro holds most of the state's residents; upstate, Buffalo-Cheektowaga, Rochester and Albany-Schenectady-Troy are the largest areas. NYC Health + Hospitals, the University of Rochester Medical Center, Northwell Health, NewYork-Presbyterian and Mount Sinai Health System are among the major systems, and public health falls to the New York State Department of Health. These show the landscape, not sites with a UCCS agreement, and any community setting still needs faculty approval and a signed contract.

For New York nurses thinking about an NP

UCCS's MSN, RN to MSN and NP certificate admit residents of 14 states only, because clinical hours and coursework must be completed there, and New York is not among them. UCCS goes by physical location, so a genuine move to a listed state would have to come before applying. NYSED separately warns that NP clinical rotations in New York through an unregistered NP program could be illegal outside federal facilities. Questions UCCS students ask

Will another state's multistate license cover NURS 4450 in New York?

No. New York stays out of the compact, and NYSED treats a multistate license issued elsewhere as giving no right to practice here. A New York resident needs an active New York RN license, which also matches what UCCS asks of students living outside Colorado before NURS 4450.

Is UCCS registered with NYSED for clinical placements?

That confirmation has to come from UCCS or NYSED. The requirement reaches all nursing programs from other states and all online ones placing students here, so ask UCCS's RN to BSN staff about the college's status before you secure a site. You can also put a registration question to NYSED's professions office directly.

Could a Veterans Affairs facility host my community hours?

NYSED's registration rule does not reach federal Veterans Affairs or Armed Forces facilities. UCCS's own limits still apply, so an inpatient acute unit is out whoever runs it, and faculty must agree the setting suits public health nursing. Raise any VA option with your advisor early, alongside the NYSED question.

What does the New York note on UCCS's disclosure mean for me?

It appears on UCCS's APRN licensure disclosure, which covers the NP programs, and adds a note on coursework New York expects for APRN licensure. Since those programs do not admit New York residents, it matters mainly to UCCS NP graduates from other states who later seek a New York license. RN to BSN students can set it aside.
