What Idaho's rules say about outside schools
Approval of nursing education in Idaho rests on Idaho Code 54-1406 and the board rule at IDAPA 24.34.01.150, and both address programs offered inside the state. Neither mentions a school elsewhere sending students into Idaho clinics. For those schools, the Board of Nursing's website simply offers an email contact for questions about requirements.
Two other provisions work in your favor. IDAPA 24.34.01.100.12.a allows APRN-level practice by a student RN holding Idaho licensure or a practice privilege, whose APRN program carries national accreditation, as long as that practice is integral to the curriculum. Idaho Code 54-1412 frees students in approved programs from licensure for functions incident to their formal instruction. No Idaho list of approved outside programs has been found, so settle any doubt with UCCS before your first rotation.
Licenses, compact status and preceptor level
Idaho is a compact state, with implementation dating to January 2018. A multistate license is what UCCS's handbook requires for hours in any compact state other than home, and the RN license guide explains when a single-state license is needed instead.
AANP lists Idaho as full practice. A 2024 board education policy, HP-BON-Education 1, sets a floor for preceptors in every nursing program: no preceptor may be licensed below the level the student is working toward. UCCS's own list sits in the preceptor requirements guide: for FNP and AGNP, any of four professions (NP, MD, DO or PA) with at least two years in practice, and psychiatric prescribers for PMHNP.
Boise, Coeur d'Alene and eastern Idaho
Kootenai Health anchors Coeur d'Alene. Elsewhere, the two big systems are St. Luke's and Saint Alphonsus. They mark where Idaho care concentrates, and none of them is a pre-cleared UCCS site. A clinic inside any system still needs UCCS's agreement, and FNP and AGNP hours have to be primary care rather than hospital work.

Idaho RNs in the RN to BSN
Idaho is one of 21 states for UCCS's RN to BSN. Its single clinical course, NURS 4450 Public Health Nursing, is completed at a community site of your choosing that faculty approve; it cannot be your own unit or an inpatient acute unit. Does the Idaho Board of Nursing have to approve UCCS before my clinicals?
Nothing in Idaho's nursing rules speaks directly to outside schools placing students in the state, and the board's website points such programs to an email contact about requirements. Since no Idaho list applies, confirm your plan with UCCS, and ask the board directly if you want its answer in writing.
Can I do UCCS hours in Spokane or eastern Oregon?
No. Neither Washington nor Oregon appears on UCCS's state list, and the college counts hours only in listed states. A listed neighbor such as Utah, Montana, Nevada or Wyoming is possible once the Graduate Clinical Practicum Coordinator signs off and your license is valid there.
Which license covers UCCS hours in Idaho?
The Idaho rule for APRN students accepts an Idaho license, or the Idaho practice privilege carried by a multistate license from a fellow compact state. If you are thinking about relocating mid-program, read moving during the program first, since UCCS ties residency to physical location.
Can I study UCCS's PMHNP track from Idaho?

Is Idaho a full practice state for NPs?
AANP classes Idaho as full practice. For your rotations, the rules that bite are UCCS's: NP preceptors who are nationally certified, prescribe with full authority and have practiced two years or more. Idaho's board policy adds that a preceptor must hold a license at your target level or higher.
