What the Arizona board asks of out-of-state APRN programs

The Arizona State Board of Nursing oversees both pre-licensure and APRN education. Its advisory opinion on schools based elsewhere puts approval first: the school applies, and only once the board approves may its APRN students start clinical work in Arizona. The review is lighter when the home-state board already approves that particular track and the school's national accreditation is current and in order.

Once approved, the school carries the upkeep, not you. It monitors licensure for everyone involved, from director and faculty to preceptors and students, keeps a record of placements, and responds to the board's yearly survey and any audit.

UCCS appears on the board's approved APRN program list. Lists and standings change, so confirm UCCS's current status with the college and the board before your first Arizona rotation.

Licenses: yours and your preceptor's

Compact membership took effect for Arizona in January 2018. For your own license, the board accepts an Arizona RN license or a multistate one, provided it carries no encumbrance, which fits UCCS's handbook asking for a multistate license wherever hours fall in a compact state. Preceptors face an Arizona test of their own. NP preceptors pair an unrestricted RN license, Arizona-issued or multistate, with Arizona APRN certification, and physicians need an Arizona medical license with no encumbrances. UCCS then requires two years in practice, plus national certification with full prescriptive authority for NP preceptors, as the preceptor requirements guide explains. Phoenix, Tucson and the smaller metros

By the Census's 2025 estimate, the Phoenix-Mesa-Chandler metro holds about 5.2 million people and Tucson about 1.1 million, while Lake Havasu City-Kingman and Prescott Valley-Prescott each sit near a quarter million.

Tucson has TMC Health. The Phoenix area has Banner Health, whose network takes in the Banner - University Medicine academic centers, along with Scottsdale-based HonorHealth, the pediatric system Phoenix Children's and Mayo Clinic's Arizona academic center. They show the shape of the market; a rotation with any of them would still pass through UCCS's site sheet and agreement.

On the incentive side, a statute (A.R.S. 36-1806) gives the Department of Health Services a grant program aimed at volunteer preceptors of graduate learners, APRN learners included, with rural primary care preceptorships favored. Yet the budget committee's latest report shows the program unfunded for both fiscal 2026 and fiscal 2027, so do not plan around it.

The RN to BSN in Arizona

Arizona RNs in the RN to BSN meet one clinical requirement, NURS 4450 Public Health Nursing, at a community site they choose; course faculty then decide whether it is appropriate, and inpatient acute units or your own unit do not qualify. RN to BSN programs go unmentioned in the board's out-of-state approval text, which deals with pre-licensure and APRN education. Is UCCS on the Arizona Board of Nursing's approved APRN program list?

UCCS appears on that list. A school's standing on any board list can change over time, so confirm UCCS's current status with the college and with the Arizona State Board of Nursing before you count on it for a rotation.

Can I use my Arizona compact license for UCCS clinicals?

For Arizona hours, the board wants an unencumbered Arizona or multistate RN license, and a multistate license issued by Arizona fits. For hours in another listed compact state, UCCS asks for a multistate license plus approval from the Graduate Clinical Practicum Coordinator.

Could I do some hours in California or Nevada instead?

Only with the Graduate Clinical Practicum Coordinator's approval, and an Arizona multistate license will not carry you there: both states are outside the compact, so you would need their own RN licenses. California adds NP preceptor rules, and Nevada's approval picture is unsettled; read the California and Nevada guides.

Can a physician precept me in Arizona?

Yes, when the physician holds an unencumbered Arizona medical license and meets UCCS's standards. Physicians sit on UCCS's FNP and AGNP preceptor list once they bring two years of experience, though the college recommends that at least 200 of your program hours be spent with an NP.

What if I move to Arizona partway through the program?
