North Dakota Nurses and UCCS: Two Borders, Two Ways In

North Dakota does not appear on UCCS's residency lists, so neither UCCS's online NP programs nor its RN to BSN will take someone living in Fargo, Bismarck or Minot. Two neighbors sit on both lists, though: Montana to the west and South Dakota to the south. Crossing either line to live, not just to work, changes the answer.

Reading UCCS's rules from a North Dakota address

UCCS asks which state you physically live in. North Dakota appears on neither the NP list of 14 nor the RN to BSN list of 21, and a license issued here does not alter that. The approved states guide lays out every list.

Montana and South Dakota, across the line

Both neighbors belong to UCCS's NP roster and its RN to BSN roster, and both match North Dakota's compact membership and AANP full practice rating. Montana asks nothing of graduate programs at the board level but wants the student to hold a license valid in Montana. South Dakota's board approves no outside programs, yet it wants at least one faculty member licensed as an APRN in South Dakota, or privileged to practice there, overseeing APRN students. Sanford Health, which operates medical centers in Fargo and Bismarck, also ranks among South Dakota's main systems. Residence is still the test: living in North Dakota and driving south for clinical days does not qualify you, as the moving guide explains.

North Dakota's board, compacts and practice

Licenses here come from the North Dakota Board of Nursing. The state has honored multistate licenses under the Nurse Licensure Compact since 2018, and in 2021 it enacted the APRN Compact, which only a handful of states have joined; that compact stays dormant until seven have signed. On AANP's map, North Dakota is full practice.

The board's distance recognition covers programs that end in LPN, RN or APRN licensure, so NP programs are in scope. A school files its request two months before students arrive, pays a yearly fee as a graduate program, and before each semester sends a packet: student rosters with license details, sites, course list, preceptor and faculty resumes and licenses, signed affiliation agreements, and a note from each facility confirming room for students. Proof of NC-SARA status or state higher-education authorization comes first. The guidance leaves RN-BSN programs out of its description.

Care in Fargo, Bismarck, Grand Forks and Minot

Beyond Sanford, the state leans on Grand Forks' Altru Health System, Trinity Health in Minot, CHI St. Alexius Health in Bismarck (part of CommonSpirit) and Essentia Health, a system shared with Minnesota. Hours at North Dakota sites do not count for UCCS, even after a move, since the college limits hours to its listed states.

Questions UCCS students ask

Can I live in Fargo and do UCCS clinical hours in South Dakota?

No. UCCS ties eligibility to where you physically live, so a Fargo home keeps you outside its lists even with a clinical site across the border. Moving to South Dakota or Montana makes you a resident of a listed state, and from there an application becomes possible. UCCS decides admission, so confirm the details with the college.

Does UCCS hold North Dakota board recognition?

That status was not checked, because UCCS takes no NP students living in North Dakota and its hours must happen in listed states. If the question matters to your plans, the board's distance program pages are the place to look.

Does North Dakota's APRN Compact help an NP student?

Not yet. Five states have enacted it, and it needs seven before it operates. For UCCS students, the practicum handbook's license rule still governs: a multistate RN license where hours fall in a compact state, and a license from the state itself where they do not. The license guide has the detail.

Can a North Dakota nurse enroll in UCCS's RN to BSN?

North Dakota is missing from the 21 RN to BSN states, so not from a North Dakota home. Montana and South Dakota are on that list. A resident of either takes NURS 4450 Public Health Nursing at a community setting they pick, subject to UCCS faculty approval.
