Mississippi residents and UCCS nursing programs
Neither of UCCS's online nursing routes, the NP programs or the RN to BSN, is open to someone living in Mississippi, because both enroll only residents of listed states. A move to one of those states would come first, and from then on UCCS expects your clinical hours to happen where you live. Here is how Mississippi's own rules compare as you weigh it.

IHL, not the nursing board, reviews outside programs
Mississippi divides the work in a way few states do. Practical nursing programs sit with the nursing board, while RN degree programs sit with IHL, the state's higher-education trustees. In IHL's reading, a clinical practicum held in Mississippi amounts to a physical presence there, which pulls an outside program, bachelor's or graduate, into a review by IHL's nursing education office that may take up to a quarter of a year; the procedures manual wants schools based elsewhere to ask at least four months ahead.
A school also has to be a SARA participant or else be authorized by MCCA as a non-SARA distance provider, and IHL wants graduate clinical students licensed, without encumbrance, as RNs in whichever state hosts their clinicals. For a UCCS student, IHL review is a nonissue, since UCCS keeps clinicals in its listed states; UCCS's IHL status was not checked for this guide.
Practice, licensing and health care in Mississippi
Compact licensing reached Mississippi in January 2018. As the Board explains it, if your declared home state belongs to the compact and your license is in good standing, other compact states are open to you, and an employer there cannot require you to add a license from the remote state. Mississippi NPs, by AANP's count, work under reduced rules, bound to a Board-approved collaboration with a Mississippi physician or dentist. On UCCS's APRN disclosure Mississippi shows "meets" for curriculum, which speaks to coursework and changes nothing about admission.
UMMC, Forrest Health and North Mississippi Health Services rank among the large in-state employers, alongside Singing River Health System, plus Baptist Memorial Health Care, which is headquartered in Memphis and runs a Jackson hospital, Mississippi Baptist Medical Center. Metro population concentrates in Jackson, then Gulfport-Biloxi, the Mississippi portion of the Memphis area, and Hattiesburg.

Wherever you land, match your license to what UCCS expects there: multistate in compact members, state-issued in the three that stand apart (Alaska, California, Nevada). Does UCCS accept NP applicants who live in Mississippi?
No. UCCS's NP program pages name 14 eligible states and close admission and clinical placement to everyone living outside them. Relocating to one would let you apply from there, though admission remains UCCS's decision.
Could I keep working in Mississippi and do UCCS hours elsewhere?
UCCS ties admission to where you physically live, and any hours away from your home state must be both in a listed state and approved by the Graduate Clinical Practicum Coordinator. Living in Mississippi rules out admission, whichever state employs you.
Is the RN to BSN an option from Mississippi?
Not from a Mississippi address. The RN to BSN's 21 states skip Mississippi and all four of its neighbors. Texas, Oklahoma and Florida are the nearest states on that list, and a resident of any of them would finish NURS 4450 hours in a community setting near home, once faculty sign off on it.
Does Mississippi offer incentives for NP preceptors?
The state research behind this guide found no Mississippi preceptor incentive program. UCCS, for its part, offers its preceptors documentation of their hours, library access and networking opportunities, wherever in its listed states the rotation happens.
